1. The zone of fire is the area of the site dangerous for people when shooting. Designers of sports facilities, organizers of shooting, shooters should take into account that, according to the conclusion of the Russian Federal Center of Forensic Expertise under the Ministry of Justice of the Russian Federation (act of expertise № 499 / 9-8 from 27.05.2002), the distance dangerous for people when shooting from a smoothbore gun shot # 7 1 / 2, is 118 m from the muzzle of the gun. The area of terrain bounded on the sides by shot directions at ranges less than 118 m is called the zone of fire for shotgun smoothbore shot with cartridges authorized for all sporting disciplines. The entry of persons into the firing zone during firing must be completely excluded.
2. At fixed shooting ranges, the firing area must be enclosed by a capital fence.
3. When shooting at temporary shooting areas, measures must be taken to prevent people from entering the firing zone by organizing guards, installing signs on roads prohibiting passage and passage, signs with inscriptions: “NO PROHIBITION, SHOOTING”, marking with brightly colored tape, etc.
4. The exclusion zone is the space outside the firing zone where the organizers of the shooting are obliged to prevent the appearance of unauthorized persons in order to avoid interference with the shooting. The boundaries of the exclusion zone are determined on the basis of the terrain features, degree of population, attendance of the terrain, sight distance and the layout of the shooting areas.
5. In cases where the exclusion zone has been established temporarily, the organizers must ensure that all signs and fencing are removed from the area immediately after the end of the shooting program.
6. When organizing skeet target shooting directly in hunting grounds, the shooting participants are equated to small game hunters and are obliged to observe safety measures during shooting in accordance with the requirements of the hunting rules in force in the given territory. In this case, the firing zone is not fenced, guarded or marked with warning signs.
7. If people and animals enter the firing zone or danger zone, firing must stop immediately and appropriate safety measures must be taken.
8. Responsibility for observance of safety measures and management of organization of protection, fencing and marking the boundaries of the fire zone and safety zone shall be borne by the persons who are authorized by the relevant permits issued by the Ministry of Internal Affairs.
9. Based on local conditions, it is technically possible to take measures that actually reduce the zone of fire as a danger zone for people by adjusting appropriate target trajectories. For example, by installing restrictive poles, walls and other devices on the dangerous direction, physically limiting the turn of the shooter with the shotgun into the danger zone, setting up vertical trajectories, setting up close trajectories where small shot cartridges (No. 8, No. 9) are used, and other measures. To preserve the environment, minimize the probability of shot hitting trees, bushes, for which purpose these restrictions should be marked with signal elements (flag, paint, bright tape, etc.). In order to prevent the shot from falling into the area of people, transport, structures, excluding direct hit, it is possible to limit the shooting area by indicating by the judge the landmarks on the terrain.
10. Hearing protection is a mandatory element in the list of safety measures for shooting. All persons involved in shooting and in the shooting process must have and use hearing protection (earphones, earplugs, etc.). Any shooter who does not use hearing protection on the range is not allowed to shoot.
11. Shooters and persons in the shooting area must wear eye protection. Any shooter who does not wear eye protection is not allowed to shoot.
